A Vancleve woman is facing serious charges after a July 15 crash that killed Tiffany Campbell and injured two others on Alpine Hill.
Loora Frost, 35, of Highway 1812, was indicted on eight counts related to the fatal wreck in which officials allege she caused by driving under the influence of drugs.
According to testimony from Jackson Police Officer Michael Robinson, Frost was traveling south on Highway 15 when she crossed the yellow line into the northbound lane and struck the vehicle driven by Tiffany Campbell last summer.
Campbell was killed instantly, and her two passengers, including Campbell’s mother, were severely injured.
After hearing testimony and reviewing the evidence on February 3, 2026, the Breathitt County Grand Jury indicted Frost on one count of murder after they alleged she “operated a motor vehicle under circumstances manifesting extreme indifference to human life” while high on fentanyl.
Frost was also indicted on a host of other charges related to the crash, including Assault in the First Degree and Wanton Endangerment in the First Degree, related to the injuries the passengers in Campbell’s car received. She was indicted on one count of Wanton Endangerment in the First Degree after almost hitting another vehicle.
Frost also faced additional charges, including Operating a Motor Vehicle while Under the Influence of a Substance in the First Degree with Aggravating Circumstances, one count of Failure to Register a Transfer of a Motor Vehicle, one count of No Operator's License, and one count of Failure of Owner to Maintain Required Insurance.
She was taken into custody by the Breathitt County Sheriff’s Office on February 5 and lodged in the Kentucky River Regional Jail in Hazard at 12:48 p.m., where she remains under a $50,000 cash bond.
Frost waived a formal arraignment in Breathitt Circuit Court on February 6 and entered a “Not Guilty” plea. A public defender was appointed to represent her at her next court appearance, a pre-trial hearing, on March 20.
